Back ground

At the UN conference on climate change in Durban 2011 Norway entered into a partnership with Ethiopia and UK to support the implementation of the climate Resilient green Economy Strategy of Ethiopia. Three areas were prioritized, including renewable energy. The climate partnership was extended at the COP meeting in Lima 2014 with Denmark Sweden, Germany and France. Later also US and EU joined it. Ethiopia and its partners have increasingly recognized the importance of the private sector generally including in the energy sector.

Position

The Royal Norwegian Embassy in Addis Ababa is currently looking for a dynamic, articulate and accomplished individual for the position of senior program officer to work with private sector development and renewable energy.

The program officer will be part of the Embassy’s climate Team and the private sector team.

Major Responsibilities

  • Prepare analysis and reports of the energy sector and the private sector environment
  • Develop and maintain a constructive dialog and network with national stakeholders, public, private and civil society Organizations’ (CSOs) , development patners and the Norwegian ministry of Foreign Affairs (MFA), Ministry of climate and environment (KLD) and the Norwegian Agency for Development cooperation (Norad)   in Oslo with a focus on energy sector and private sector development
  • Review and dialogue with partners on new programs/projects guided by the Norwegian Gran Management rules;
  • Undertake follow up and quality control of support to private sector development and energy;
  • Liaise with Norfund, Innovation Norway and Norwegian companies facilitating their engagement in Ethiopia, including contacts with relevant public and private sector entities and communicating business opportunities
  • Interact with other members of the climate partnership with Ethiopia

Required knowledge, skills and abilities

  1. Documented knowledge, practical experience and professional networks in the areas of private sector and energy sector development
  2. Excellent analytical skills in assessing policies, strategies, and programs, as well as the ability to present concise and informative summaries;
  3. Demonstrated experience and ability to manage collaborative works, co-operations, linkages/networks and partnerships;
  4. The ability to work independently and meet challenges in an innovative way while also being a team player;
  5. Ability to meet deadlines under demanding conditions;
  6. Readiness to take on new tasks and areas of responsibility, including assignments within other areas of the Embassy’s climate cooperation portfolio, when required;
  7. Excellent interpersonal skills and strong ability to work within a team consisting of both Ethiopian and Norwegian staff;
  8. Excellent knowledge of spoken and written English, good repot writing, presentation and communication skills;
  9. Computer literacy in Microsoft office including word, excel and outlook

Education and experiences

  1. Higher university degree, minimum master’s degree in relevant disciplines for the position
  2. At least eight years of work experience in fields related to private sector development and energy;
  3. A minimum of three years of experience in project /program management and development cooperation;
  4. Experience from working in the private sector is an advantage
